TDB Communications supplies cleared, trained, multilingual teams for healthcare, contact center, legal, and FOIA programs, and now the IT and applied AI capability to run them better.
Service area expertise
Every TDB program runs on the same model: pre-screened talent, federal clearances handled in-house, role-specific training, and quality control measured against an acceptable quality level you set.
Headquartered in Washington, DC
TDB moved its headquarters to the nation's capital in 2017. Our people work on-site and remotely wherever the program is, from Boise to Anchorage to Antarctica.
Program solutions
Whether you need a full program stood up or an existing one made more efficient, TDB analysts, planners, recruiters, and trainers work as a single unit. Pick a stage to see what we deliver.
We start by understanding the program as it actually runs, not as the org chart says it does. The output is a requirements baseline both sides can hold each other to.
A plan you can audit: who does what, with which permissions, measured how, and by when.
Pre-screened talent pools and in-house clearance processing mean positions fill in days, not quarters. Many of our recruits come straight from military service.
Role-based training before day one, and targeted refreshers whenever productivity or quality metrics lag. We built 600+ online desk procedures for one VA program alone.
Engaged oversight with numbers, not anecdotes. Dashboards your COR can read, and reporting on the cadence the contract requires.
Case review systems that predict volume changes so staffing plans adjust before the backlog does. Backed by a government-approved accounting system and web-based time tracking.
Best-in-class staffing
Four steps, run in-house, every time. It's why TDB can scale a program up or down with the caseload instead of six months behind it.
Internal recruiters and a national partner network draw from pre-screened pools, with a deliberate pipeline from military service.
Federal background investigations and security clearances are processed by people who do it every week, so starts don't slip.
Role-specific desk procedures, HIPAA and PII handling, and program systems before anyone touches a live case.
On-site or remote, with engaged supervision and metrics from the first week.
Quality, discipline, security
TDB operates under a formal Quality Policy built on Six Sigma methods and PMBOK project management practices. Our teams handle protected health information and PII daily, inside physical, network, and process controls designed for HIPAA.
Defect reduction and process capability built into QC plans.
Project management practices on every engagement.
Physical, network, and process security for PHI.
Default-deny application control on every TDB endpoint.
Technology and innovation
In 2026 TDB brought IT and security operations in-house and chartered an applied AI lab. Both exist to make the programs above run better, and both are available to the partners who work alongside us.
Service desk, Microsoft 365 and device management, and a 24/7 security operations stack, run by the team that supports TDB's own contractor workforce inside agency systems every day. Now offered to program partners.
Why TDB IT is the right technology partnerAn applied lab focused on business forensics, fraud identification, and contact center operations in healthcare and unemployment services. Short Discovery Pods test AI tools against real workflows and measure results against a human baseline before anything is promised.
Inside the Lab
Veterans first
TDB was founded by Terry D. Bryan, a United States Marine and Purple Heart recipient, and is led today by Thomas A. Duckenfield III, a former U.S. Army Infantry Captain. Hiring veterans isn't a program here. It's how the company was built.
Veterans arrive with clearances, discipline, and a habit of showing up. We recruit them deliberately, train them for the role, and promote from within.

Third decade of service
From a telecom services firm in Lenexa to a federal workforce and technology partner in Washington, the model hasn't changed: hire well, clear fast, train for the role, and measure everything.
Tell us what you're trying to run. We'll come back with a plan, a staffing model, and the contract vehicle to buy it on.
